August, 20092009 SEANC District 3 Fund Raising Committee Report
District 3’s fund raising efforts benefit our community services and, local and state scholarship funds. We have continued to maintain two strong fund raising events, the Lois W. Forrester District 3 Golf Tournament and working the concession areas for special events at the Holmes Convocation Center at Appalachian State University. These efforts obviously require team effort raising over $3000. I thank all that took time out of their busy schedules to pour drinks, cook hot dogs, pop popcorn, squirt cheese for nachos, take money and of course clean up afterwards. The golf tournament is the big cheese in terms of the team effort, my heart felt thanks goes to each and every one who came to the event with their volunteer spirit, to those who solicited for our hole sponsors and raffle donation efforts, and to our golfers who continue to support and have fun along the way. You are the best, thanks much!!!!
As our scholarship report will certainly reflect, our efforts and hard work contributed towards $2000 worth of local educational pursuits. We also, contribute to a monthly community service project, including OASIS, Social Services for Foster Children, Bobby Brannigan fund, Hospice of Mitchell County, and Shepherd Staff to name a few.

The General Assembly supported a two-year $675 million plus bailout of the state employee health insurance plan. This bailout like the federal bailouts does not solve the long term dilemmas.
The plan will raise deductibles and most co-pays, increase premiums for dependent care coverage by 8.9 percent annually and decrease benefits for people who smoke or are considered significantly over weight.
Family coverage now costing $489 a month will increase to $533 beginning July 1st and in July 2010 increase to $580. SEANC opposed the final plan because it would hurt low-income workers the most, with hundreds of dollars of additional out-of-pocket expenses.
The General Assembly must move forward on how to fix the state health plan long-term so that it works for state employees, retirees and teachers.
A commission will be created and an audit performed to investigate the problems such as retaining members in the 667,000 member plan that includes state workers, teachers, retirees and dependents.
Governor Beverly Perdue ordered a 0.5 percent pay cut for all workers in exchange for 10 hours of unpaid leave to help close this year’s $4 billion budget gap. This option is a major problem, not only for the state workers and their families, but for the North Carolinians who have already paid for and expect the services that state workers provide. Purdue’s decision requiring 10-hour furloughs will save the state $65 million , but figures show that as much as $1 billion in additional cuts may be needed in the fiscal year starting July 1st. The Governor would not say if she would sign legislation ordering added furloughs, but reaffirmed her authority to force workers to stay home temporarily without pay as a budget-balancing measure as mandated. The legislators want state workers to feel that they are better off with their job than with no job. The legislators fail to understand the reality that many of the state agencies are already under staffed and are operating under stress to meet their day to day job requirements and the furloughs will only add more stress and questions as to how to perform their jobs.
SEANC is working against House Bill 708 and other measures that would require 20 or more days of mandatory furloughs or layoffs over the next two budget years.The association is advocating that legislators stop spending money on unnecessary projects such beach re-nourishment, new state buildings and folk festivals.
You may have co workers that will ask you what has SEANC done for me lately? Knowing that we will not be receiving any type of pay increase this year, you may want to encourage them to become a member knowing that SEANC is fighting daily to make sure they will not lose what they have. SEANC represents all state workers, members or not, but there is power in numbers and they can join in our fight and do their part. For those of you that are members, take an active part.
